Charleston County Council serves as the legislative, policy-making body of County government through the adoption of ordinances and resolutions. The nine members serve four-year terms. Prior to the 2004 election, members were elected at large with residency requirements. A court decision changed the election method this year, requiring candidates to run in single-member districts.

Each January, the members elect a Chairman and Vice Chairman to represent them for that year.

Council annually approves budgets for the County's general fund, solid waste fund and several special revenue funds. These budgets include money for: law enforcement/jail services, solid waste disposal and recycling, the court system, health care, public works roads and drainage, libraries, emergency medical services, tax administration countywide, mosquito control and dozens of other services. Council also has budgetary oversight of several special purpose districts providing services within Charleston County. The County operates under the Council-Administrator form of government as provided in state law.
