The R. B. Stall Symphonic Band and ROTC Color Guard participated in the groundbreaking ceremony on May 17. Charleston County Council Chairman Leon Stavrinakis presided over the ceremony. Remarks during the ceremony were also made by North Charleston Mayor R. Keith Summey and Charleston County Administrator Roland Windham, Jr.
