JOB TITLE: DIRECTOR OF ENVIRONMENTAL MANAGEMENT

SALARY RANGE: $86,964 - $120,328 Commensurate with experience and qualifications

COUNTY/DEPARTMENT OVERVIEW:
Charleston County is located along the southeastern coast of South Carolina. The County encompasses approximately 919 square miles of land, marshes, rivers, and wetlands with a coastline that stretches nearly 100 miles along the Atlantic Ocean. Charleston County contains vital protected areas including the Francis Marion National Forest, Cape Roman National Wildlife Refuge and ACE Basin National Estuarine Research Reserve.
Charleston County’s population has grown over the past decade to an estimated population of over 351,000 with a median age of 35. The labor force consists of 286,000 workers, with a per capita income of approximately $27,831.
Charleston County also includes 15 municipalities: The City of Charleston, City of Folly Beach, City of Isle of Palms, City of North Charleston, Town of Awendaw, Town of Hollywood, Town of James Island, Town of Kiawah Island, Town of Lincolnville, Town of McClellanville, Town of Meggett, Town of Mount Pleasant, Town of Rockville, Town of Seabrook Island, and the Town of Sullivan’s Island.
The Director of Environmental Management is responsible for planning, organizing, directing and evaluating all aspects of Solid Waste and Environmental Management for Charleston County. The range of functions within the department includes solid waste collections, disposal processing, recycling, composting, contract management and innovative technologies. To support these functions, a comprehensive set of processes and procedures are managed and coordinated by the department including financial, operational, resources (human and other), reporting and regulatory compliance. As a large scale service delivery solid waste management program, collaborative, interactive and supportive relationships with all County offices, departments and agencies is required..
Charleston County Council recently has approved several aggressive initiatives regarding enhancement of recycling and solid waste disposal, including the implementation of a single-stream recycling initiative, and a 40 percent recycling goal. The successful candidate for this position must be well-versed, current and innovative in state of the art and emerging technologies and strategies for solid waste management and disposal.
REQUIREMENTS:
The successful candidate for the Director of Environmental Management position will be someone who is personally energetic, reliable, accountable, who delegates and is able to make effective decisions. The person should be skilled at communicating across broad ranges of audiences from public officials, solid waste experts to a variety of citizens.
The Director will have the ability to apply statutes, ordinances, rules and policies governing and impacting the Solid Waste and Environmental Management services, yet have the ability to display innovative thinking. Emphasis will be placed on direct and proven experience in local jurisdictions or special districts offering a comprehensive array of similar services.
DUTIES:
The position provides leadership and direction to the Environmental Management Department by managing the daily operations and serving as leader to all staff, which includes 100 staff members, 15 of whom are supervisors. Ensures effective and efficient departmental operations. Manages a 37 million dollar budget with an additional $21 million in capital expenditures expected in the next fiscal year. Develops and maintains effective working relationships with the various departments, agencies and offices surrounding the service community. Builds and maintains effective networks and teams to provide quality support for all solid waste and environmental management services. Attends and schedules town meetings to ensure issues and services are understood by citizens. Develops service goals, workforce support plans and equipment deployment strategies.
PREFERENCES:
The successful candidate should have at least 15 years of directly related work experience with an array of technical and managerial skills obtained through several years of experience in the field at progressive levels of responsibility and training. Possess, at a minimum, a Bachelor’s degree with major course work in Civil Engineering or a related area and a Master’s degree is preferred or any equivalent combination of education and experience.
CERTIFICATIONS:
Landfill Management Certification preferred. Valid SC Driver’s license within 90 days of employment.

SCRS CONTRIBUTION:
