Construction Begins on Folly Road/Maybank Highway Intersection Improvements
Charleston County will oversee major bond project funded by the Transportation Sales Tax
Construction is beginning on improvements to the intersection of Folly Road and Maybank Highway on James Island.
The project, which is expected to be completed by the spring of 2010, is funded by the Charleston County Transportation Sales Tax and managed by the Charleston County RoadWise Program.
Following public input meetings held on May 25, 2006, and March 16, 2007, staff compiled the input and brought a recommendation to Charleston County Council, which approved the recommended Alternative C design in October of 2007.
The project description is as follows:
The intersection design addresses the dangerous left turns from Old Folly Road onto Maybank Highway and from Folly Road onto Old Folly Road. The new design includes mast-arm signals (stoplights) to be added to the intersections to allow traffic to turn safely from Old Folly Road onto Maybank Highway and from Folly Road onto Old Folly Road.
New, landscaped medians with lighting and irrigation will be added to Maybank Highway, Folly Road and Old Folly Road. Sidewalks with pedestrian lighting will be added along Maybank Highway, Folly Road and Old Folly Road.
The entire project area will be repaved and will have new pavement markings including crosswalks and signs. New stormwater drainage facilities will also be added, including a new 60-inch drainage pipe crossing underneath Maybank Highway and continuing under Wappoo Creek Drive, and all new curbs and gutters along the project area.
Roadwork that requires lane closures will only occur at night from 9 p.m. – 5:30 a.m. to minimize effects on traffic.

The Folly Road and Maybank Highway Intersection Improvements project was requested by the city of Charleston and approved by voters in the first Transportation Sales Tax bond referendum. The voters of Charleston County authorized the County to issue $77 million in bonds, which will be repaid through Transportation Sales Tax revenues. The entire amount of the first bond referendum is allocated for the following transportation improvement projects:
Palmetto Commerce Parkway
James Island Improvements
Folly Road and Maybank Highway Intersection Improvements (under construction)
