Small Business Enterprise Program

A Race and Gender Neutral Program

 

Charleston County Government is committed to enabling small business enterprises to compete in the County procurement process. On September 4, 2007, County Council unanimously passed an ordinance creating the Charleston County Small Business Enterprise Program.

 
 

 

MISSION

 

To ensure the participation of small businesses in the competitive processes of public procurement, and to provide training and development opportunities to support their growth.
 

SBE

BENEFITS

  • Certification will allow your company to receive maximum exposure to the public procurement process, as well as ensure that your company is included in all training, networking and development opportunities.

  • Certification will improve the County’s ability to secure goods and services from viable small businesses and increase the procurement base.

 

CHARLESTON COUNTY’S ROLE
 

To certify Small Business Enterprises for contracting and procurement opportunities in the areas of:

  • Construction

  • Architecture and engineering

  • Professional services

  • Goods and supplies

  • Other services

 

ELIGIBILITY CRITERIA

 

To be certified as an SBE, your business will:

  1. Have an annual gross sales volume not exceeding $7.5 million (averaged over the previous three years)

  2. Be actively managed and controlled on a day-to-day basis by the owner(s)

  3. Have been in operation for at least one year

  4. Be current on any applicable business license(s) and on any Charleston County taxes and fees

 

WHAT CERTIFICATION CAN MEAN TO YOUR SMALL BUSINESS

  1. Mandatory quote from SBE on procurements between $5,000 and  $25,000

  2. Mandatory  SBE subcontract ors on projects of $25,000 and above

  3. Possible waiver of bonds by Procurement Director

  4. Technical and financial referrals

  5. Workshops, seminars and training programs to assist business owners in the competition process

 

SBE CERTIFICATION PROCEDURES

  1. Complete the one-page Charleston County certification application

  2. Supply the supporting documentation listed on back of the application
