Functions

 

The Facilities Department provides repair, maintenance, design, renovation and construction services on County Government buildings, ensuring that all county government departments have an effective working environment to carry out their responsibilities to meet the needs of Charleston County citizens.

 

 

Department Responsibilities

Operations Section

Serves as the point of contact for routine and emergency maintenance service calls. County utilities are budgeted and paid  by the Facilities Department

Repairs, maintains and provides routine maintenance on County facilities and on County-owned facilities occupied by other agencies

Performs minor building renovations and improvements

 

-

Acts as a clearing house for surplus County property (fixed assets) such as furniture and equipment

Plans, designs, and helps oversee construction of County buildings

Manages consultant design efforts and contracts

Provides technical advice on construction

Executes the Capital Improvement Plan

Serves as County representative for construction projects

Monitors project schedules

Reviews contractor pay requests

Negotiates contract changes and change orders

Reviews design submittals

Monitors the shop drawing submittal process

Coordinates utility outages and other project-related activities

Manages contracted maintenance services for work performed for other County facilities

Manages real estate contracts for sales, leases and rentals to provide space for County Government

Negotiates real estate transactions, leases and rentals for county properties (owned or leased)

Assists with bid preparations for contracted maintenance services

Judicial Complex/Parking Operations Section

Serves as the point of contact for routine and emergency maintenance service calls for the Judicial Center Complex and Parking Garages

Repairs, maintains and provides routine/preventative maintenance on the Judicial Center Complex and Parking Garages

Performs minor building renovations and improvements

 

-

Manages contracted services for security, outsourced maintenance, and Life Safety systems

Manages 24 hour operations of the King-Queen and Cumberland Garages

History

 

The General Services Department was established in 1989 to centralize many County functions that were once performed by other departments, such as telephone service and copier repair, mail delivery, records storage and parking. The benefit of this centralized support service was a coordinated program that maximized resources and minimized duplication.

 

In October of 2002, the Facilities Management Department was created when the Internal Services Department functions of General Services was split off leaving the building maintenance function to stand alone. The Capital Projects Department was created in July of 1988 as a division of the Building Inspection Department. After Hurricane Hugo in 1990, it became its own independent department, and then merged with the Building Services Department in 1991.

 

Six years later, the two departments regained independent status. In May of 2009, the Capital Projects Department merged with the Facilities Management Department and is now called the Facilities Department. This department operates under the Assistant Administrator for General Services.
