Grants Funding Applications
Urban Entitlement Grant Application

Charleston County receives grant funding annually from the U.S. Department of Housing and Urban Development to facilitate resources that develop viable communities.  Eligible applications must fall within priority goals in order to be considered for funding.  A funding conference and Request for Applications (RFA) is generally released annually.  The RFA is accessible through the Charleston County Procurement Department and is an extremely competitive process.  Opportunities are available in the following funding streams for organizations that provide services to Charleston County low-to-moderate income residents:

  • Community Development Block Grant (CDBG) – CDBG provides opportunities for towns, nonprofits, and faith-based organizations to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities, infrastructure and public services.

  • Emergency Solutions Grant Program (ESG) – This program funds  agencies that respond to the immediate housing needs of at-risk and homeless populations through street outreach, emergency shelter, homelessness prevention and rapid re-housing.

  • Home Investment Partnership Program (HOME) - HOME provides grants in partnership with organizations to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership for low-to-moderate income residents.

The RFA Conference for CDBG and HOME funds will be held in January.
The Emergency Solutions Grant application will be available later in 2012.

Community Service’s Five-Year Consolidated Plan outlines Charleston County’s priorities for housing and community revitalization projects. Eligible applications must fall within these priorities in order to be considered for funding. See “Summary of Goals and Strategies”.
