Former Deputy Treasurer Andrew C. Smith stepped up to the top spot in January 1997 after winning election as the county's Treasurer. Smith succeeds his former boss, retired Treasurer W.O. Thomas. Smith had 20 years of governmental accounting experience before he was elected, nine of those as a county employee. He is a certified public accountant with an M.B.A. from Charleston Southern University and a B.S. in Accounting from Clemson University. Active in his community, Smith is a member of the Charleston Republican Party, the East Cooper Republican Men's Club, the Exchange Club of Charleston, the Charleston Area Citadel Club, the S.C. Association of CPA's, the Charleston Elks Club and Hibben United Methodist Church. He resides in Mount Pleasant with his wife, Donna, and son, Austin.
