<p>Charleston County receives grant funding annually from the U.S. Department of Housing and Urban Development to facilitate resources that develop viable communities.&#160; Eligible applications must fall within priority goals in order to be considered for funding.&#160; A funding conference and Request for Applications (RFA) is generally released annually.&#160; The RFA is accessible through the Charleston County Procurement Department and is an extremely competitive process.&#160; Opportunities are available in the following funding streams for organizations that provide services to Charleston County low-to-moderate income residents:</p>
<ul>
<li>
<p>Community Development Block Grant (CDBG) &#8211; CDBG provides opportunities for towns, nonprofits, and faith-based organizations to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities, infrastructure and public services.</p>
</li>
<li>
<p>Emergency Solutions Grant Program (ESG) &#8211; This program funds &#160;agencies that respond to the immediate housing needs of at-risk and homeless populations through street outreach, emergency shelter, homelessness prevention and rapid re-housing.</p>
</li>
<li>Home Investment Partnership Program (HOME) - HOME provides grants in partnership with organizations to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership for low-to-moderate income residents.</li>

<p align="center" style="margin-bottom: .0001pt; text-align: center; line-height: normal;"><strong>Application for Existing Well Upgrade and/or Existing Septic System Upgrade</strong></p>
<p align="left" style="line-height: normal;">The Community Services Department has limited funding available for Charleston County residents living in owner-occupied housing and in need of an upgrade to existing well and or septic systems.&#160; All applicants are required to go through a federal certification process to determine eligibility mandated by the U.S. Department of Housing and Urban Development.&#160; Applications are available online by clicking on the following links:</p>
