Community Development and Revitalization provides administrative and financial oversight of grants awarded from the U.S. Department of Housing and Urban Development (HUD), Treasury/American Rescue Plan Act (ARPA), MacArthur Foundation, and other grant programs.
The Non-Profit Capital Projects Program is a one-time grant funding opportunity available to 501(c)(3) organizations located in Charleston County. The funding opportunity aims to provide organizations with grant funding to expand their mission-driven services in response to the pandemic’s negative impact on public health and the economy.
This is a one-time funding opportunity for acquisitions of equipment and/or modifications to existing buildings and structures through the American Rescue Plan Act of 2021 (ARPA). An organization’s capital project request must be reasonable and proportional to the level of economic impact the organization experienced.

The County has identified 16 homes previously acquired from the Charleston Housing Authority for rehabilitation through the Charleston Home Program. The program allows interested parties to submit applications with creative approaches to renovate these homes into affordable, safe, and livable spaces for the citizens of Charleston County. Once the renovation is complete, the properties will be deeded over to the winning applicant for usage as rental properties or homeownership to an income-eligible candidate.

Charleston County Council allocated $4 million of American Rescue Plan Act funds to repair the homes of County homeowners who are 62 years of age and older. Applications were accepted for the program from July-October 2022.

The County's Critical Home Repair Program is not accepting new applications currently. Please call or text 211 for immediate assistance with referrals to nonprofits that provide critical home repair services in the Charleston community.
County Council allocated $11.5 million of American Rescue Plan Act funds to the Gap Financing Program. The program aids in closing the financial gap between the funding required for developing and operating affordable rental properties and developing affordable homes in Charleston County. The Community Development and Revitalization Department has implemented three funding cycles since the program's inception in 2022.
Phase I – Charleston County awarded Non-Profits and Developers $10.2 million for the development of affordable rental and homeownership projects.
The County provided $2 million to the Humanities Foundation to renovate the historical Archer school into 89 affordable studio, 1 & 2-bedroom senior apartments. These homes will be available in the Spring of 2024.

The County provided $1.5 million to build North Bridge Town, 20 affordable 2 and 3-bedroom townhomes for low-to-moderate-income homeowners. Bridge North Charleston held a groundbreaking ceremony in October 2023.

The County provided $3.3 million to Esau Jenkins LLC to build Esau Jenkins Village, a community with 72 affordable apartments in Johns Island for senior citizens 62 years and older.
Phase I – Charleston County is in negotiation with Phase I awardees.

The Just Home Project is a national grant-funded initiative through the MacArthur Foundation and Urban Institute. The goal of the initiative is to develop innovative models that break the cycle of jail incarceration and housing instability. Charleston County is one of four sites in the nation to be awarded the opportunity to participate in the project. The future participants of this program are from the "Most Visible People" Program identified by the Charleston County Criminal Justice Coordinating Council.
Charleston County is also pleased to be working with One80 Place as the implementation partner of the initiative, the College of Charleston’s Riley Center for Livable Communities as the evaluation partner, and the South Carolina Community Loan Fund as the PRI partner on the project.
The Housing Investment Action Plan (HIAP) is a guiding document for implementing the Just Home Project in Charleston County and is based on data collected and lived experience.
Charleston County receives grant funding annually from the U.S. Department of Housing and Urban Development to facilitate resources that develop viable communities. Eligible applications must fall within priority goals that can be found in the Five-Year Consolidated Plan. A pre-application workshop and Request for Applications (RFA) are generally released annually.
