Residential Recycling

Charleston County Environmental Management provides single stream recycling collection to single-family households, multi-family communities, schools, and commercial businesses. With single stream recycling, also known as All-In-One Recycling, you can combine paper products, cardboard, plastic bottles & containers, aluminum and glass all together - there is no sorting required, which makes it easier for you to recycle more.

The Charleston County residential recycling program is single stream instead of separating recyclables by type. Residents can combine all paper, cardboard, glass, aluminum and plastic containers into one wheeled roll cart.

User Fees

The Solid Waste User Fee is the principal funding source for the County's solid waste management programs. The User Fee is applied to individual parcels and is divided into two main categories: Residential and Commercial. The residential User Fee is included as part of the annual Real Property Tax Bill.

The commercial User Fee is billed separately and is based on the prior year's volume as reported by the hauler.

Single Family

$99 per single family residence - Includes mobile homes

Multi-Family

$70 per multi-family unit - I.E.: Apartments

Commercial

$172 per cubic yard of garbage

The User Fee funds programs and services that include but are not limited to:

Curbside recycling collection
Drop off sites and convenience centers
Waste transfer and disposal
Material recovery facility (recycling center)
Composting facility
Household hazardous waste program
Administration

User Fee Rate Computations — Residential Accounts

Residential Single Family:

The average single-family residence produces 1.5 tons of garbage per year, which has been verified by national studies, and independent consultant hired by Charleston County. Therefore, the rate is 1.5 times the tipping rate per ton.

Example 1.5 X $66 = $99

Residential Multi-Family:

The same national studies and consultant recommendations are used to verify that a multi-family residence produces 1.05 tons of garbage per year. Therefore, the rate is 1.05 times the rate per ton.

Example 1.05 X $66 = 69.3 rounded to $70

User Fee Rate Computations — Commercial Accounts

National studies along with the Revenue Collections Department's own studies have verified that one cubic yard of garbage weighs 100 lbs. Therefore, this figure is converted by using the following formula: $66 (price per ton) divided by 2,000 (lbs. in a ton) times 100 (lbs. in a cubic yard) times 52 (weeks per year) = $172 rate per cubic yard. The weekly averaged yards are then multiplied by the $172 rate per cubic yard to generate the User Fee.

Example 1-8 cubic yard Container dumped 1x weekly is calculated: 8 CY x 1 weekly x $172= User Fee of $1,376 per year — Compactors are calculated as 4 cubic yards for every 1 yard of compacted waste.

Example 1-30 cubic yard compactor picked up 1x per week is calculated: 30 CY x4 = 120 CY per week 120 CY per week x $172 = User Fee of $20,640 per year

New Convenience Center Rules

1 Household Garbage

Standard household garbage, kitchen waste, and food scraps only.

2 Construction & Demolition (C&D) debris/bulk items

Furniture, mattresses, sheetrock/ drywall, carpet, insulation, wood/lumber, non-recyclable plastic items. Examples of items NOT accepted in this zone include but are not limited to: shingles, bricks, cement, stucco, boats, cars, gasoline, tires, plastic bags, household garbage, animal carcasses, empty gas containers, fireworks/flammable items, and household hazardous waste.

3 Scrap Metal

Includes household appliances (i.e. refrigerators), metal pots and pans, grills, water tanks, small metal items. All propane tanks, helium tanks, and fire extinguishers MUST be left with staff. These items must be emptied before being brought to any Convenience Center and will not be accepted if they are not completely emptied.

4 Used Tires

4 tires maximum. Rims should be removed. No commercial or tractor trailer tires accepted.

5 Recycling

ONLY plastic bottles & containers, glass bottles & jars, aluminum & steel cans, paper, paperboard & flattened cardboard, and cartons (i.e. milk, juice, and soup cartons). The following items are NOT accepted in this zone: plastic bags, bagged recyclables, plastic wrap, styrofoam, wood, large plastic items (e.g., storage containers, kids’ toys), plastic or metal coat hangers, or food containers contaminated with food.

6 Yard debris

Includes tree trimmings, branches, limbs, grass clippings, and leaves. No plastic bags are allowed— items must be in paper bags. Limbs must be no larger than 6 feet by 2 feet. Loose dirt or mulch is not accepted.

7 Cement/Bricks

Accepted materials include small quantities of cement or bricks.

8 Household Hazardous Waste (HHW)

Including but not limited to: old paint (no empty or dried paint cans), pesticides, herbicides, pool cleaners, rust removers.

9 E-Waste

TVs, printers, monitors, & computers ONLY. Any other electronic items should NOT be placed in this zone; see site attendant for details.

10 Oil/Batteries/Bulbs

Accepted materials include used motor oil & cooking oil, all light bulbs, and all batteries.

11 Gasoline

Used gas is accepted at the Bees Ferry Road Convenience Center ONLY. Must leave container.
