Application Period CLOSED

The County has identified 16 homes previously acquired from the Charleston Housing Authority for rehabilitation through the Charleston Home Program. The program allows interested parties to submit applications with creative approaches to renovate these homes into affordable, safe, and livable spaces for the citizens of Charleston County. Once the renovation is complete, the properties will be deeded over to the winning applicant for usage as rental properties or homeownership to an income-eligible candidate.

The awarding of the 16 homes will be divided into phases.

Rehabilitation Reviews

In February 2022, Charleston County Council entered an agreement to purchase 18 homes from the Charleston County Housing & Redevelopment Authority to preserve the properties as affordable rather than sold at market rate. The County has designated 16 of these homes for rehabilitation through the Charleston Home Program. The deadline to submit applications is October 16, 2024, at 5:00PM. The program allows interested parties to submit site-specific applications to rehabilitate the County's existing homes into safe, livable, attainable housing units. Properties will be deeded over to selected partners upon renovation completion to the affordable housing inventory in Charleston County as rentals, home sales, or another related initiative. Site visits and/or the review of videos for each site of interest is a required component of the application process. Please make sure to upload a signed Certified Video Form (found below) along with submitting your documents.

Interested parties MUST attend a site visit corresponding to the property for which they intend to submit an application or review the videos for each address for which they intend to submit an application. If you review any of the videos for the property for which you intend to submit an application, A signed Certified Video Form must be uploaded to the Portal.NeighborlySoftware.com along with other application documents.

This process is mandatory.

Application Requirements

Applicants must:

  1. Have experience in the production of affordable houses and be a 501(c)(3) organization with an IRS certification or a private entity and provide their business license.
  2. Provide approval from the Board of Directors (BOD) or other governing body to participate in the Charleston Home Program.
  3. Demonstrate capacity to complete construction-related activities.
  4. Provide reasonable assurance of project start-up within sixty (60) days of contract execution.
  5. Provide a detailed description of the vision for repairs and updates for selected project sites, minimally including all repairs listed in the initial scope of work.
  6. Demonstrate financial capacity to cover project costs upfront. Provide a detailed contingency plan that dedicates funds exceeding total projects recovered through home sale/ rental to specific efforts that further affordable housing initiatives in Charleston County.

Part 2:

Submit all required *attachments. Attachments should be labeled clearly.

Part 3:

Attend the mandatory site visits or review the videos for each address for which you intend to submit an application.

Due Date: Wednesday, October 16, 2024, @ 5PM

Because this application submission is internet-based, you are strongly encouraged to submit early to ensure no technical difficulties are encountered. All applications must be complete and convey all of the information requested. If significant errors are found in the application, or if it fails to conform to the essential requirements of the RFA, staff will determine whether the variance is significant enough to deem the application as non-responsive. Applications should be prepared simply and economically, providing a straightforward, concise description of the proposed project. Emphasis should be on completeness, clarity of content, and measurable outcomes. Applicants may submit applications for more than one site, and no more than three properties may be awarded per applicant. Each project must be submitted separately via the neighborly portal.
